Biden<\/strong><\/p>\n\n\n\n<p><strong>President of the United States of America<\/strong><\/p>\n\n\n\n<p><strong>The White House<\/strong><\/p>\n\n\n\n<p><strong>1600 Pennsylvania Avenue NW<\/strong><\/p>\n\n\n\n<p><strong>Washington, DC 20500<\/strong><\/p>\n\n\n\n<p><strong>Dear Mr. President,&nbsp;<\/strong><\/p>\n\n\n\n<p>Given&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2022\/10\/07\/biden-will-attend-cop27-uns-climate-change-summit-egypt\/\">news<\/a>&nbsp;of your potential attendance at the upcoming UN Climate Change Conference (COP27), we, the undersigned 19 organizations, urge your administration to secure human rights progress before any meeting with Egypt\u2019s authoritarian leader, President Abdel Fattah al-Sisi. We appreciate the necessity for strong U.S. leadership to combat climate change and welcome your administration\u2019s commitment to addressing this global crisis. The African continent, including Egypt, is disproportionately affected by climate change, and we applaud your acknowledgement that marginalized communities must be centered in climate justice and climate solutions. Robust action on climate change, ultimately, can only succeed with the free participation of civil society.<\/p>\n\n\n\n<p>President al-Sisi, unfortunately, presides over a government that has shown little interest in facilitating the kind of good governance, public discourse, or inclusive policy making that is essential to developing effective, community-oriented climate change policies. Indigenous peoples and their advocates are&nbsp;<a href=\"https:\/\/apnews.com\/article\/85317ad5a4304c749156f4169753c2c2\">jailed<\/a>&nbsp;for peacefully demanding land rights. Citizens have been&nbsp;<a href=\"https:\/\/cihrs.org\/cop27-and-the-human-rights-crisis-in-egypt\/?lang=en\">uprooted<\/a>&nbsp;from their homes and conservation areas have been&nbsp;<a href=\"https:\/\/www.csmonitor.com\/World\/Middle-East\/2022\/0329\/They-speak-for-the-trees-Cairo-residents-fight-for-green-space\">destroyed<\/a>&nbsp;as the government embarks on unsustainable \u201cdevelopment\u201d projects across the country. Environmental engineers such as MIT-educated&nbsp;<a href=\"https:\/\/www.jadaliyya.com\/Details\/44397\">Seif Fateen<\/a>&nbsp;languish in jail without charges; environmental activists such as&nbsp;<a href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/forced-disappearance-human-rights-defender-ahmed-amasha\">Ahmed Abdelsattar Amasha<\/a>&nbsp;have been tortured while in prison; indigenous rights activists,<a href=\"https:\/\/www.hrw.org\/news\/2021\/03\/17\/egypt-massive-sinai-demolitions-likely-war-crimes\">&nbsp;including from Sinai<\/a>, have been unjustly detained; and&nbsp;<a href=\"https:\/\/www.juhayna.com\/en\/juhayna-sustainability-reports\/\">sustainability-forward<\/a>&nbsp;business leaders like&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2021\/11\/18\/egypt-terrorism-laws-abused-businessmens-arrests\">Seif and Safwan Thabet<\/a>&nbsp;likewise remain behind bars. Egypt has&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2022\/09\/12\/egypt-government-undermining-environmental-groups\">prevented<\/a>&nbsp;critical components of civil society from participating in discussions around environmental policies and climate change (including COP27) with harassment, intimidation, and restrictions on registration, research, and funding.&nbsp;<\/p>\n\n\n\n<p>The repression of free speech and activity around environmental issues is emblematic of the country\u2019s broader crackdown on human rights. Tens of thousands&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/08\/08\/world\/middleeast\/egypts-prisons-conditions.html\">remain detained<\/a>&nbsp;on political charges; the right to protest has been criminalized; and independent media and civil society has been severely repressed and is increasingly under threat.&nbsp;<\/p>\n\n\n\n<p>It is against this backdrop and your potential trip to Egypt, the first for any U.S. president since 2009, that COP27 comes to Sharm el Sheikh. Traveling to Egypt without addressing the country\u2019s human rights crisis risks bolstering the Egyptian government\u2019s international whitewashing efforts and emboldening its campaign of repression. On a larger scale, it would undercut your administration\u2019s efforts to combat climate change and promote human rights, two core national security interests of the United States.
